What is it really? Is it something to help the visually impaired see it better or is the captioning for the hearing impaired? How do you know it is available for the website you are visiting?

It is not for the hearing or visually impaired necessarily.. Let's say there is a broken link on the website.. The website should have an 'alt' attribute to every<img> element. This way whenever you move your mouse over the broken link you will get a caption of what the picture was supposed to be. Now you can get an idea of what the website is about even though the pictured links may be broken.......................
