I had similar graphics card overheating issues when streaming 4k video. I used this type (https://projectorexpo.com/projector-for-sports/) of projector to watch sports broadcasts. But the problem was bad thermal paste on the video accelerator, which needed to be replaced.

Make sure you have good airflow in your case the better airflow the better cooling that goes for the CPU too.
Make sure your GPU is not too much OC the higher OC, the warmer it gets.
Make sure the Fan is Clean.
Change the Cooling past on the GPU (Only do this if you know what you're doing)
Go from air-cooling to Watercooling.
Last! Make sure your room is cold because the inside of your pc can never be colder then the outside of it as long you use air-cooling.

You must remove the GPU fan, unscrew the graphics processing unit to access the heat sink, and then clean the piece. For a laptop, it is recommended that you send it to a computer repair shop or your go-to technician to clean it out for you.
