I know that Red Hat Linux is open source and free OS. But I couldn't find a download link for Red Hat Linux Server operating system ?

I am have a feeling that it is not free :( Is that right ?

Red Hat Linux up to version 9.0 can be downloaded free of charge. So can every version of Fedora Core. All versions of Red Hat Enterprise Edition must be purchased.

Yes. Red Hat is offering a no-cost RHEL subscription, as part of its Red Hat Developer Program.
