Here is the simple solution for it. First Install Adobe Acrobat Professional in your PC then follow below instructions:
1] Open JPEG file
2] Give CTRL+P command
3] select Adobe Printer
4] Give enter. Now the process is start and your jpeg file convert in to PDF file.

From the my opinion there is no solutions for jpeg format to pdf file beacuse there is no software was being made for this kind of problem. only one way to do this write all the text manually thats it . this is the only solutions for this problem.
