    Default Building a small web server (hardware)?

    The actual power consumption depends on the usage of (mainly) the CPU: the more busy the CPU is the more power it needs. Depending on the kind of the CPU (read: age) the CPU will be busy with serving data and the website.
    As operating system I can recommend a free Linux based system for NAS: FreeNAS.
    If the CPU is really old, it will use always quite a bit of power if the CPU does not support to "turn the GHz (or MHz) down" when not so busy.

    Anyhow, it will not make your electricity bill fly, but putting energy savin components inside will make sense: gree harddrives (turn slower when not needed), multi step CPU etc. Removing a big graphics would make sense as well: you can run the server "headless
