Penguin update is all about what kind of backlinks you got from which source. If that source is from spammy website or low pagerank website then it will be give you bad effect on your website ranking.

I don't think so because Google didn't allow to generate backlinks with any software because its count in a spam, so you should do manually which is pretty useful for your site.

I don't think there was a such thing as a good backlink generator even before penguin.

there is no backlink generator software that is safe. if you submitted using that your site will get warning from google and it will be put behind in searches

I would strictly suggest not to do so. If you want to create backlinks then go for it manually bot with any specific softwares. Its because poor backlinks hamper the website and software won't be able to decide it. If you do it manually, you can choose the websites with good PR and good traffic. No doubt, manually done task is time consuming but the software you gonna use will destroy your website ranking.
