I can tell you how to achieve this look though. (This step by step procedure assumes you already have basic Photoshop skills. If you do not, the steps will take too long to type out, you’ll need a basic Photoshop tutorial)

Take the photo you want to use for your main subject and outline the figure to separate it from the background. If the subject and background are well separated in color and/or tone, you can do this with the magic wand or quick selection tool. If not, outline it with the pen tool.
Make a layer with your subject separated from the background and hide or delete the original photo layer (I usually like to keep the original as a hidden layer).
Convert the outlined subject to gray by choosing Image>Adjustments>Hue/Saturation/Brightness and sliding the Saturation slider all the way to the left
Make a new layer of the outline and fill it with the purple/blue (or whatever color you want the subject to be). Set this layer to “Color”. You’ll probably need a clone of this layer set to “Multiply” as well, but this second layer may have to be partially transparent.
Fill the background with the red (or whatever color you want the background).
Add the headline just above the background layer, but below your outlined figure.
Find or scan in a rough texture. Place this layer over the headline and background layers, set to Multiply.
