Can say that rockhoster.com price is right for personal and small business needs and the customer service representatives are helpful.
I've had outages, but nothing too long. I was down for over an hour once, but they kept me informed about what was going on.
I do believe VPS deals from HostingSource.com and QHoster.com are worth every cent you pay for their services.
No matter what time of day I have ever had to contact technical support with a query, they've always responded quickly and efficiently and never let me down.
I believe that a blog will be enough regular hosting. Why do you need VPS? But if you insist, then choose the best of the two options that you are considering. Take a free trial period and check how the site will work on different servers. For example, page loading speed host-tracker.com/InstantCheck/Create/?type=Waterfall and other indicators. Then select the best one based on the data received.

I've used several hosts in Europe in the past and Rockhoster.com have exceeded my expectations!
You will be very pleased. Initial site up in hours, all support queries are responded to extremely quickly, easy control panel for a novices.
KVChosting.net and hosting.uk accounts are worth trying.
Technical support was quick to help and did a great job.
