nah really im not sure, when you say not booting what do you mean?
do you have back ups?
if so, you could try this,
try to reinstall the os, but dont reinstall a new os, when asked just click upgrade...
this way it should just upgrade the system and not wipe everything...

First we should check whether the Power cable is correctly inserted or not.if yes then,check that the power to motherboard is correctly given or not.if yes then,check the RAM that is correctly inserted into the slot.
If everything above is fine means finally we can ask system administrator to correct the issue.

I think change the setting of your boot to 1st cd-drive and than check you cable connection of your hard disk and CD-Rom.
You should try to manual boot by pressing F8 then try to boot the cd.
