Portal Managment System?

Hi All,

I am making a portal and I have designed my website already in html/css.

My questions is, is there such a thing that I can specify a editable part of the website which I can specify then I can create some kind of form to which I can just simply add more content with pictures easily without having to worry about html and stuff, something like a portal content management system?

Sorry if its unclear.
