I am in search of a web designer on Fiverr. Until now, all the designers are declining to do the job. I don't have a lot of experience with web development, so I don't really know what languages are needed to write my website idea.

I am searching for a developer that helps me to create a single-page website where I am displaying my NFTs catalogue with smooth motions.
I will add an image of my concept, so you might start to understand what I mean.

My question is: In which language is this supposed to be written? I think just HTML and CSS because there is no need of something dynamic
