When a hosting company (just199.com) has offered full control over your hosting, does it mean that their services are self-managed?
Or am I wrong?

Just199 provides self-managed services. That's obvious.
But still this company has provided their services reliably on the high level.
I'd start using them if need low cost and decent hosting services.
