VPS deals from winnervps.com (https://winnervps.com/index.php) and hostplax.com (https://www.hostplax.com/) are attractive for me and I'd like to know which plan is the best to host a forum with?

VPS deals from QHoster.com and HostingSource.com are worth trying.
Good support, lots of features, signing up is fast and easy. I was really impressed with the response I got from their chat support.

I always look for a few things: Reliability, Support/Knowledge, Price - you get what you pay for really.

Try to compare these professionals: Rockhoster.com (http://www.Rockhoster.com/) , Liquidweb.com (http://www.Liquidweb.com/) and Hostnamaste.com (http://www.Hostnamaste.com/) - all of their work is based on quality.
I'd like to point out that all of your web sites and projects will in good hands if you choose them.

Use VPS accounts from time-tested companies, I mean hostingsource.com and asvhost.com.
They have been good going. Signing-up is easy with them. They are VERY reliable and whenever you have a problem - they solve it. Pricing is good to say the least.

How much disk space, memory and bandwidth do you need?

Think that it will be reasonable to look at Cloudarion.com (http://www.Cloudarion.com/) and their KVM SSD VPS hosting solutions in Germany, Russia, USA and Switzerland.
The thing that really has impressed me is the willingness of the support staff to take the time to explain things to a newbie who asks very basic questions.
