Offshore Hosting simply means hosting on a server that is in a different country than you're located in.
So - pretty much every Hoster is a Offshore Hoster in 99% off all countries.
The term is normally used to achieve the following:
Comply (or don't have to comply) with local or international laws (more and more countries put strict rules in place where to host customer data)
Speed and SEO - for many solutions a CDN won't help so you put servers in countries where you need low latency)

Offshore hosting is any type of web hosting where the servers located outside of your home country (where you are residing).
For example, if you are living in Germany and using hosting from the United States, that would be an example of offshore web hosting.
