So if oyu have to choose between owned-networks.net (https://www.owned-networks.net/virtual.html) and asvhost.com (https://asvhost.com/virtual-servers/), which way would you go to host a forum?

Have a look at services from QHoster.com and KVChosting.net.
Being cheap, they somehow managed to provide high quality on stable networks for reasonable money.

ASVhost.com and hostround.com VPS deals are worth trying.
