Servers from legionbox.com (https://legionbox.com/dedicated-servers/) and owned-networks.net (https://www.owned-networks.net/dedicated.html) are nice for me and I have to sign up with the best one for histing a forum, so what should I do?

Use servers from reliable providers, I mean QHoster.com (https://www.qhoster.com/dedicated-servers.html) and Inxy.com (https://inxy.com/dedicated-servers/).
They know what they're doing and they're nice about it when you don't have a clue.

What’s your hosting budget?

I think exmasters.com (http://exmasters.com/) will serve your demands. They offer a great list of servers in the USA and Europe to choose.
Their team can help you to move all content (files, scripts, mysql) from another host without downtime for free.

Can draw your attention to Hostry.com (http://Hostry.com/) and their server hosting deals. Their website is professional and straightforward; they report the facts clearly and intelligently.

Actually I called Bullten.com so that I understand their package. Finally I signed up with Dedicated server hosting (https://www.bullten.com/rise-dedicated-server-overview.php). I had no idea about them but after three months I can about them and it is really good.
