There are no short cuts. Better to use white hat techniques for the long term otherwise the site will get penalized by Google in the end.
This is the general process
research the KWs in your niche using tools like SEMrush, ahrefs, Google KW explorer
select KWs which can become topics, then for each topic decide secondary KWs. You can do this by KW volume and difficulty. Ideally you should target KWs with greater volume and less difficulty
Then create awsome content around the KWs you have selected
After that create backlinks around the KWS
Soon your KWs will start ranking
Do submit your content URLs in the search console for being indexed. Although pages do get indexed eventually but manual submission speeds up the process
