I think that most people commonly mistake web designing to making a web page most aesthetically pleasing. And while a good chunk of the component really is about making it look good, it does not always translate to putting in a lot of design but more of making things orderly so that it would look pleasant even with a limited amount of design.
I think that the designer should never forget that users are there for the content so the main focus should be placed to it.
