Hi is there any backlink generator tool that is safe for google penguin?
I have no idea about this but sure penguin updates not affected more on quality back links.
Penguin update is all about what kind of backlinks you got from which source. If that source is from spammy website or low pagerank website then it will be give you bad effect on your website ranking.

I would strictly suggest not to do so. If you want to create backlinks then go for it manually bot with any specific softwares. Its because poor backlinks hamper the website and software won't be able to decide it. If you do it manually, you can choose the websites with good PR and good traffic. No doubt, manually done task is time consuming but the software you gonna use will destroy your website ranking.

hello friend i just want to suggest you that never use any kind of backlink generator software . google do not like that. make natural backlink. if you use this kind of software your site will get penalty by google

A backlink generator means you have no control over the websites you end having links from. So as pretty mcuh everyone has said don't do it!
It works, but with low quality. You can catch spam or metrics that are not good for you. It is not the way to grow your metrics, it’s almost useless
According to Google, the use of the apps for the backlinks buildings is not so good for white label or white hats techniques.
