There's a problem hiding in this request that's worth naming: at $15/month on shared infrastructure, most of what you will measure is your neighbours, not the machine.

That matters more than usual in your case, because you said the purpose is performance testing. A platform whose numbers move for reasons unrelated to your code is the one thing a test environment must not be.

Three checks before trusting any number off a box like this.

Steal time. Watch the st column in top or vmstat while your benchmark runs. Anything consistently non-zero means the hypervisor is scheduling you off the CPU, and every CPU result from that host is really a measurement of contention. This one check disqualifies a lot of cheap VPS very quickly.

Burst versus sustained I/O. You mentioned heavy I/O, so this is the important one. Most providers run a burst credit pool. A 30 second fio run measures the burst and tells you nothing about steady state. Run it for ten minutes minimum, with a working set comfortably larger than RAM, or you are benchmarking the page cache rather than the disk. Ask the provider directly whether there is an IOPS cap and what the number is. Plenty cap silently and publish nothing.

Spread, not best. Run everything five or six times across different hours, including a weekday evening, and look at the variance rather than the best result. On shared hosting the spread is the finding.

On Ryzen versus EPYC, at this price point you don't get to choose the SKU, and the more useful question is whether vCPUs are pinned or floating. Pinned beats a better CPU model for repeatability, which is what you actually want. And unmetered at $15 is a fair use clause with a friendlier name, so ask what triggers it and what happens when it does.
